Ingest bulk-import images (URLs + embedded) into org assets

/organizations/:organizationId/datasets/ingest-images

Imports the images referenced by a bulk import (external URLs and embedded/base64 data) into the organization asset library, returning the created asset references so they can be stored in image/video cells. Requires the design.create permission.
