Get approval workflow settings

GET 
/organizations/:organizationId/approval-settings

Returns the organization-wide approval workflow configuration. Includes per-target settings (exportPost, publishToSocial, asset) with reviewer lists, decision rules, pre-authorized users, and deadlines. Also returns targetDefinitions — the full registry of known targets with i18n keys for UI rendering. Targets not yet configured will be absent from approvalTargets.
