Compute publishing capabilities

/organizations/:organizationId/publications/capabilities

Stateless evaluation of platform/format/export compatibility for the CREATE flow. Pass source: "template" with postId (and optional executionId) to resolve exports, or source: "assets" with media dimensions. Returns the capabilities matrix the clients render — they no longer carry their own matching rules.
